PackPass: a lifecycle passport for every battery pack.

PackPass issues a Battery Pack Aadhaar Number for each pack, keeps its record from manufacture to recycling, and exports the same record as an EU Battery Passport, so battery makers keep one source of truth for both regimes.

The problem

Battery traceability is becoming a legal requirement in two major markets at once. India’s Ministry of Road Transport and Highways has proposed a Battery Pack Aadhaar Number (BPAN) for every pack in draft guidelines dated 30 December 2025, and the EU Battery Regulation makes a digital battery passport mandatory for electric vehicle, light means of transport and larger industrial batteries from 18 February 2027. The data behind both, from chemistry and capacity to origin, certificates and state of health, is scattered across factory systems, supplier documents and the battery management system.

How we approach it

PackPass keeps one canonical record per pack and derives everything else from it. Identifiers are composed to the BPAN layout in the draft, every lifecycle event is written to a hash-chained ledger, battery management system telemetry is summarised into the figures a passport needs, and certificates are read into structured fields. Only cryptographic proofs are anchored to a blockchain; the battery data itself never is.

Questions we get asked.

A 21-character identifier proposed for battery packs in India, especially electric vehicle batteries, in draft guidelines from the Ministry of Road Transport and Highways dated 30 December 2025. It encodes the manufacturer, key battery characteristics and a pack-level identity. The guidelines are still a draft, to be implemented through the Automotive Industry Standards process.

Under the EU Battery Regulation (EU) 2023/1542, from 18 February 2027 for electric vehicle batteries, light means of transport batteries and industrial batteries above 2 kWh placed on the EU market.

No. Pack data stays in PackPass. Only Merkle roots, short cryptographic proofs of the ledger, are anchored, so the record can be shown to be unaltered without publishing the data.

A working MVP issues BPANs, keeps the lifecycle ledger, ingests telemetry and exports EU passport JSON. The government BPAN portal is not live yet, so PackPass produces validated batch export files in the meantime. We are looking for battery makers to pilot it.
